Establishing a New Legal and Political Framework to End Civil Unrest and Ensure Stability in the Fifth Brazilian Republic

President João Goulart is overthrown during the 1964 Brazilian Coup D'état, marking the beginning of the Fifth Brazilian Republic. Initially led as a military overthrowing, the military had seized power in the name of national stability and fears of leftist radicalism. Thus, as of April, 1964, Brazil faces a critical moment of instiutional instability. Civil unrest bubbled to a new extreme as the streets now flooded with military personnel accompanied with batons, tear gas and tanks. Delegates are tasked with establishing a framework that can secure longterm national stability, resolve civil tensions and restore Brazil's credibility on an international stage.
