President - Ashton Connor Liu
Hello, delegates!
I am Ashton Connor Liu, a senior at Shanghai American School Puxi campus. This will be my 21st conference and first time at SMICMUN. I'm honored to chair for you in the Specialized Committee; it is an innovative and exciting committee format, so I am very excited to explore the conference with all of you.
I wish all of you good luck in your conference preparation, and look forward to a fruitful debate!

Deputy President - Daniel Yao
My name is Daniel Yao and I am honored to serve as your deputy chair for SMICMUN IX's specialized committee.
This year will be my last as an MUN member as I am a senior. I hope to end my three year MUN career with memorable experiences and to contribute to what motivated me to stay with MUN: the community. This year's specialized topic is one that I find meaningful, as it reveals the challenges of governance, law and stability in times of crisis. As deputy chair, my priority is to ensure that delegates feel comfortable and welcomed within committee. Since this is a specialized committee, I look forward to seeing creative solutions and spirited debate while navigating the intricacies of government reform.
I look forward to meeting all of you and seeing the ideas that will emerge.

Deputy President - Leah Lim Leh Er
My name is Leah. I am Singaporean; however, I lived in Australia for most of my life (7 years). My hobbies are playing musical instruments such as piano and guitar. I also enjoy swimming and roller skating.
I have lived in Shanghai for 4 years and I have been a student at YCIS for those last four years. Subjects I am passionate about is English and History. I am in a wide range of CCA's such as the prefect team, charity business organisation, media team, swimming, rock band, etc. I have also delivered a TED talk talking about my journey as lifelong learner.
Regarding MUN. I have been in MUN for 2 years. Some of my most memorable conferences were THIMUN Hague and Singapore. I love MUN as it challenges my critical thinking skills, allows me to socialise with people of diverse backgrounds and be more confident in public speaking.

Establishing a New Legal and Political Framework to End Civil Unrest and Ensure Stability in the Fifth Brazilian Republic
President João Goulart was overthrown during the 1964 Brazilian Coup D'état, marking the beginning of the Fifth Brazilian Republic. Initially led as a military overthrowing, the military had seized power in the name of national stability and fears of leftist radicalism. Thus, as of April, 1964, Brazil faces a critical moment of instiutional instability. Civil unrest bubbled to a new extreme as the streets now flooded with military personnel accompanied with batons, tear gas and tanks. Delegates are tasked with establishing a framework that can secure longterm national stability, resolve civil tensions and restore Brazil's credibility on an international stage.
